Financial Management Specialist

Reviews historical financial operating data and trends to prepare and/or validate estimates and projections. Reviews historical data and estimates as well as current spending records and trends for a budget that covers the facility and care/service line. Prepares budget estimates for facility and care/service line salaries, supplies, and services, analyzing the distribution that covers the facility and care/service line. Prepares budget estimates for facility and care/service line salaries, supplies, and services analyzing the distribution of funds, and actual experience as compared to planned data. Resolves complex problems of prediction and forecasting which result from uncertainties or changes in the operation of facility and care/service line programs and for determining the propriety of systems and methods used by facility and care/service line officials in developing projections for funding requirements. Based on a variety of information, prepares estimates for projected operating budget(s) and justification for the projections. Using a variety of budget processes prepares budget projections for facility care/service lines. Provides analysis and advise on financial matters to the MC, VISN Offices, and service line managers. Performs advisory duties associated with the management and control of resources. Develops and supplies financial statements to facility and care/service line officials for informational and financial planning purposes. Collaborates in the development and execution of a variety of standardized financial reports for the MC, VISN, Offices and service line management review. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
52 weeks/1 full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Financial Management Specialist, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 09 level in Federal service to qualify at the grade 11.Examples of specialized experience include:
1) Interpreting financial policies, regulations, and instructions for clients 2) Reviewing historical financial operating data and trends to prepare and/or validate estimates and projections 3) Developing and supplying financial statements and reports to facility, and care/service line officials 4) Interpreting reports and other financial data for program review and analysis 5) Preparing budget estimates for facility and care/service line salaries, supplies, and services Note:
Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
